Health Information Network
It is anticipated that by 2014 a national Health Information Network (HIN) will be in place. Currently there are Health Information Organizations (HIO), Health Information Exchanges (HIE) and on a regional level, Regional Health Information Organizations (RHIO), Regional Health Information Networks (RHIN) and grants available for the formation of Regional Extension Centers (REC). Requirements starting in 2012 to report quality measurements and collect data through registries or a national or regional Health Information Network are being discussed. Medicare EPs and eligible hospitals would be required to report the required clinical quality measures information electronically using certified EHR technology via one of three methods:
1 – Clinical Data Architecture. Submission through an upload process, data payload based on specified structures, such as Clinical Data Architecture (CDA), and accompanying templates produced as output from certified EHR technology.
2 – Health Information Exchange (HIE)/Health Information Organization (HIO).
Submission through EPs and eligible hospitals using certified EHR technology through a HIE/HIO network requiring the EP or eligible hospital who chooses to submit data via an HIE/HIO network to be a participating member of the HIE/HIO network.
3 – Registries. Submission through registries using certified EHRs
